How to generate Multi-language PPD?

I downloaded ddk using
svn co http://svn.easysw.com/public/cupsddk/trunk/ cupsddk
While runing svn update, it shows "At revision 291".

CHANGES.txt did say it's version 1.1, and it supports globalized PPD.
However, I couldn't find ppdmerge anywhere.

Any hint?
