[cups.bugs] [LOW] STR #1971: Web Interface: Missing / in help-header.tmpl results in 404s

Following the "All Documents" link in the /help/ "On-Line Help Documents"
sidebar changes the browser's location to /help rather than /help/, which
results in 404 for "Overview of CUPS" overview.html, and "What's New in
CUPS 1.2" whatsnew.html in the document root.
