[cups.bugs] [LOW] STR #1982: Generation of packaging don't create and populate charmaps folder

The cups.lst file used by epm for generating depot, bff, rpm etc ... files,
don't include correct instruction to package "charmaps".

As a side effect, make/manufacturer list is empty except for raw printer,
in the web interface.

Perhaps it could be corrected in changing in cups.list.in: 

d 0755 root sys $DATADIR/charsets -
f 0644 root sys $DATADIR/charsets data/*.txt

by

d 0755 root sys $DATADIR/charsets -
d 0755 root sys $DATADIR/charmaps -
f 0644 root sys $DATADIR/charmaps data/*.txt
