The problem I just reported by --without-python not being reflected in
config.h is also present with php, java, and perl.

I have to add the following lines to scheduler/client.c as a workaround:

#undef HAVE_PYTHON
#undef HAVE_JAVA
#undef HAVE_PHP
#undef HAVE_PERL
