[cups.development] [RFE] STR #1985: cupsaddsmb does not track OrderDependencies, allowing collisions

When cupsaddsmb is creating PPDs, on occasion OrderDependencies can
collide, causing corrupted printer definitions under windows. An example
of this can be seen in the attached PPD.
