Cups inner working question.

I use lpr to print. I've configured /etc/cups/client.conf
ServerName mycups.server.domainname

But i still doesn't understand how i can print from a client even if the cups's scheduler is not running on that client machine.

Can someone enlight my path to the truth?

The situation is:

Cups Server Running

Cups CLient not running but still able to print using lpr.

How is it possible?
