[cups.bugs] [HIGH] STR #2350: Cannot start CUPS due to a bad print job

Running FC6 with CUPS 1.2.7.

Step to reproduce:
1. Create a file queue, output to /tmp/print/rip.ps (note that there's no
directory /tmp/print)
2. Submit a job to the file queue.
3. Restart CUPS. 

Cannot start cupsd service. 
/var/log/cups/error_log stopped at
"Started filter /usr/lib/cups/filter/pstops (PID 4871) for job 368"
"Unable to open output file "file:/tmp/print/rip.ps" - No such file or
directory."

Launching http://127.0.0.1:631 reports Cannot establish a connection to
server at 127.0.0.1:631
