Prolly a misconfiguration of your Samba (assuming your 'print from Win-
dows client' happens via Samba).

If you print from Windows, and if your Samba setup is correct, the jobs
would initially go to '/var/spool/samba' (or some other directory *dif-
ferent* to CUPS' spooling area).
Post the important parts of your Samba settings. For example, the output
of
testparm -vs | grep -E "lp|cups|driver|print|spool"
A first wild guess: your 'printcap cache time' may have a low value;
set it to at least '600'.
