I'd try this:

   /usr/sbin/lpadmin -p printername -o job-sheets-default=secret,standard

This will not give you empty pages, nor will it draw them from different #
media sources.

But if it works, then add two new PostScript files, 'before' and 'after'
to your /usr/share/cups/banner/ directory.

Make them so that they contain no PostScript 'drawing' commands, but the
setpagedevice code that makes the pages be drawn from different trays.

What that exact setpagedevice code has to look like, depends on your
printer model, and the driver used for it.
