We have no desire to add support for PID files to the standard CUPS
release.

For the typical configuration with 1 copy of cupsd running, they offer no
benefits and can still lead to the wrong process getting killed, even with
a process name check.

For N-copy configurations (very rare) you need more than a PID file to
track them properly, and even then I would recommend using a supervisor
process that manages the cupsd processes instead.
