permissions of /etc/cups/printers.conf

Hello all,
  I'm writing a bash cgi and need access to the OpPolicy of the printers. To that end I parse /etc/cups/printers.conf.
I have in cupsd.conf :
      ConfigFilePerm 0640
Alas, each time the status of a printer is updated (ex. enabled or disabled) the file's permissions is reset to 0600.
Is there a way to manage this?
