[cups.bugs] [LOW] STR #2238: Unable to edit Policies and Banners on raw printer queues

If a queue is raw, clicking the "Set Printer Options" button results in
"Error: not found", presumably because no PPD file exists for the queue.

If a queue is non raw, clicking the "Set Printer Options" button results
in editable Postscript settings, plus the Policy and Banner options.

Could we have the Policy and Banner options available in the raw queues
page please, as they do not appear to depend on the PPD file?

It is possible to manually edit the policies and banners in the
printers.conf file to get this functionality.  However if banners are
enabled on raw queues, then the banner prints but the job does not and if
the banners are disabled on raw queues, then the job will print perfectly.
 This 'feature' seems to be encapsulated in STR#1933.
