Manipulating print files as they are queued

Hi all,
Relating to STR#2167 http://www.cups.org/str.php?L2167.
In our environment *any* text/plain file printed is either iso-8859-8 or utf-8. At the time being changing our software to produce utf-8 encoded plain-text files is not feasable.
Can I configure things such that all text/plain files not utf-8 encoded be marked as iso-8859-8 at queue time on the server, by way of a filter or an event notification or any other way?
