Address in use

I did fresh install of cups-base-1.2.7 on failover server with FreeBSD 6.1. Then I copied the cupsd.conf file from the production server to the failoverserver and tried to start cups. However I get this:

E [29/Jan/2007:18:01:51 +0000] cupsdStartBrowsing: Unable to bind broadcast socket - Address already in use.

Since, Im so new to the Linux world could you please translate all this to the plain English. Thank you.
