[cups.general] Disabling autodisabling of printers

If you use CUPS 1.2 there is the so called "error policy" to define
what the cupsd should do for a particular queue if its associated
backend exits with exit code 1 (CUPS_BACKEND_FAILED),

If you use CUPS 1.1 try the "beh" backend, see

In Suse Linux (since version 10.1) and openSUSE 10.2
the "beh" backend is in the cups-backends RPM package.
