[cups.bugs] [CRIT] STR #2178: Won't compile with Debian etch

Debian etch (2.6.18-3-686)  gcc 4.1.2 20061028

Problem starts with configure not finding strlcat and strlcpy
finally doesn't find strlcat alias cups_strlcat.
