[cups.general] Howto get a working lpinfo?

I recently downloaded lphelp.tar.gz from
http://www.linuxprinting.org/download/printing/lphelp.tar.gz
The problem is this file only includes
LICENSE lphelp.c Makefile README
and no .h files, so I cannot 'make' it.
lphelp.c needs at least:
#include <cups/cups.h>
#include <string.h>
#include <stdlib.h>
#include <unistd.h>
Could someone point me to where I can get the .h files or an executable
or possibly email it to me.
I'm having troubles with 'quota limit' reached with my CUPS printer
and lphelp might give me some insight into what is going on.
