Did you try to use the official IETF URL encoding rule for translating
the '#'-character (that would be '%23', AFAIR) when you configured the
device URI?

(That would translate 'smb://username:p#sswo#d@windowshost/printername'
into 'smb://username:p%23sswo%23d@windowshost/printername'...)
