[cups.bugs] [LOW] STR #1122: IPP backend reports file as successfully printed when printer is offline

There doesn't appear to be anything we can do to "fix" this; for printers
that do not implement IPP correctly (most HP printers and many others) we
just can't use it (similarly problems cropped up with the SNMP backend
leading to the removal of the IPP probes there...)
