[cups.general] Quota limit reached

I cannot print any more with lp or lpr but I can print using KDE 
Konqueror or Opera.  Using Kubuntu 6.06.

When I try to use lp / lpr to print I get the 'quota limit reached' 
error message.  I get the same error message when I used the Print Test 
Page at localhost:631.

What steps can I take to re-install CUPS?
