Yes it does. Kubuntu uses CUPS.

However, some distros rename the print commands to "lp-cups" and "lpr-cups" or similar (can't remember if Kubuntu does that or not).

Just try "lp [tab] [tab]" to see all possible command completions for the ones starting with "lp..."
