[cups.bugs] [LOW] STR #2287: french localisation of the web ui are messed up with double entries every where [bis]

i use fr_FR.utf8 as my locale
it's a mystery it does not hapen for everyone. but the problem is there

simply someone competent need to read and rewrite the french template that
are completly messed up. a bad guy ruined them. and do not wait till you
can see the error in your brwoser.

when i go to any of the tab of http://localhost:631 i got 2 field to
search and 2 default printers and 2 embended page one inside the others. 

when i look at the html code i got 2 html doc concatanated one after the
other ! <html><head></head><body><html>...

let's go and see the screenshot because my english is not good enough to
describe all this. 

happens with opera, konqueror, firefox

check the patch it fixes half of the problem of fr/admin.tpl but i still
have a double header
