[cups.development] [RFE] STR #2313: cupstestppd should warn when ll_LL strings are not accompanied by ll strings

It's a good idea for multilanguage PPD files that have language_country
(ll_LL) strings to also include the base language (ll) strings. That way
an application that does not support a particular ll_LL localization may
be able to fallback to the ll localization.  cupstestppd should warn if a
PPD file contains ll_LL strings without the parent ll strings.
