server-error-service-unavailable

Well I just went to 1.2.11 and what was normally working is now giving me this error from external systems.  Test pages are printing, but from anywhere else, I get this

grey:~ emosher$ lp -h cups -d bw2103priv afs_build_rhel3.txt
lp: unable to print file: server-error-service-unavailable

I have moved the conf file back in place after the update, and fixed permissions in .var.spool, anything else I should check?
