I'm puzzled here. The problem was a local patch SUSE (in person:
myself) added to there own distribution to be backward compatible.
After I removed this patch, the issues seem to have gone.
I named the patch: cups-1.2.?-locale.patch
So I can't really explain why other distributions have the same
problem too.
I noticed that some 3rd party tools, like web-browsers, are using cups
library instead of command line tools for printing. These tools are
setting LANG according to the locale settings of the user too. Maybe
tahts the cause of the problem, which can be found now?
