How do I create levels of printer administration

I want to create an a group of users that will have the right to change the configuration files.
I have looked a lot on the net and this is the only place where cups levels of administration are discussed.

Can you give me a example how to create a group users that can administer cups through the web interface?
And how to change the cupsd.conf for that?
