Older clients fail with 1.3.4 server

What exactly are you trying to do when you get these errors?

And these identical cupsd.conf files are?

(It is totally in order to let us know a bit more details, like, the
full content of the files. It is very much appreciated if you strip
the all comments and empty lines from these files, as in "grep -Ev
"^#|^$ /etc/cups/cupsd.conf".)
