[cups.bugs] [LOW] STR #2607: Print jobs dropped or out of order

If I bypass cups and print right to the HP print server, the problem 
doesn't happen.

This is not a CUPS bug.

More than likely the printer is messing up - the socket backend just
streams data from the driver to the printer. Alternately, you might look
at the parallel (or USB, depending on the type of print server)
configuration on the print server in case it is set to a mode the printer
doesn't support.
