The following functions can send an IPP request with an attributes-charset
value other than utf-8:

cupsCancelJob
cupsGetDefault2
cupsGetClasses
cupsGetJobs2
cupsGetPrinters
cupsPrintFiles2

These functions use ippNew() and fill in an attributes-charset value from
cupsLangEncoding().
