The procedure is this:

(1) specify the "more up to date tools" a little better and tell us
    which you're missing

(2) install the "more up to date tools" and tell us if this helps

(3) ask again if your build does not work with the "more up to date
    tools" expect a little better answers to your inquiry in line
    with your little better questions.
