Practically they are hot-pluggable ;-)
I do it often when testing - just be a bit careful when you
connect the parallel port cable, i.e. watch that the plug
matches well to the socket.

But the real point is that the printer may be switched off during
system boot and then it depends on the individual printer if it can
be detected via the parallel port or not.
Usually it cannot be detected when it has a real power on/off switch.
The same is usually true for USB - regardless that the USB provides
power so that it should be always detectable - technically ;-)
