Yes, however there is almost no UI for it - just the "-m" option
with lpr is provided in 1.2.x.

CUPS 1.3 adds an RSS notifier you can access from the web interface.

You can also write a small program to create subscriptions using IPP
requests - look in the "test" subdirectory for the ipptest program
and the various .test files dealing with subscriptions.
