BrowsePoll not working?

Howdy!  It's possible I just misunderstand how BrowsePoll is supposed to work but...  Taking a client running CUPS 1.3 .. I have placed a BrowsePoll line for each of our 4 print servers:

BrowsePoll uni00ps.unity.ncsu.edu
BrowsePoll uni01ps.unity.ncsu.edu
BrowsePoll uni02ps.unity.ncsu.edu
BrowsePoll uni03ps.unity.ncsu.edu

Each server has all queues mirrored.  I have also set ImplicitAnyClasses to On and ImplicitClasses to On.  Cupsd regularly prints into the debug log:

[cupsd-polld uni00ps.unity.ncsu.edu] Found 3 printers.
(repeated for all four of them)

That is correct, there are 3 printers on each (at the moment while we're testing)  But when we use lpstat or look at the admin console for a list of printers or classes, everything is blank.  What requirements are there for browsepoll to work correctly?  Am I missing something that needs to be set a different way on our servers themselves?  Is this known to work in the 1.3 series?  Thanks!!!
