You are using two 'slash' characters after the 'usb:'. Try it like this:

   lpadmin -p Eps1800R-3 -E -v usb:/EPSON/Stylus%20Photo%20R1800?serial=HQ0140605221139530

(I'm assuming that your serial number for that printer indeed is what
you say it is...)
