Nothing has changed WRT Location handling. The cups-lpd program does now
create multi-file jobs as needed, however, so that is probably what you
are seeing in this case...

The configuration change (removing Location /jobs) is correct for CUPS 1.2
and higher, since the IPP policies offer the necessary granularity for what
you want, anyways.
