[cups.general] spooling delays - take 2

We setup a cronjob and restarted the cups server late at night when it was not
busy. It now behaves nicely with almost instant response from local and remote jobs.

I wonder if our cronjob that manually moves old spool files out of
/var/spool/cups into an archive folder caused this problem. 

any ideas?
