This isn't a bug in the kernel, it was not intended to work this way.

For as far as I can see IOCNR_GET_DEVICE_ID isn't an official ioctl (it isn't even exported to userland through an header file).

Why remove a perfectly working implementation from cups and replace it by an implementation which might (or probably differently) work in future?

Maybe it's even better to remove the whole backendGetDeviceID call from the parallel backend because it uses an invalid ioctl.
