I'd suggest to set up the cupd.conf for the new version
manually - there are too many changes between 1.1.x and 1.3.x.

But you may easily copy over the printers.conf file. The
attributes (like Policy etc.) not known to the 1.1.x are
implictely set to the default values (you might need
to edit the Share attributes; I don't know by heart which
value is the default).
