The ideal would be to watch for printer configuration changes; with
CUPS 1.2 and higher, you can use a subscription to get events when
printers change, and then download their PPDs and attributes and
mirror them locally.  Basically, you would be doing the equivalent
of lpadmin whenever a printer was added, deleted, or modified using
the master server's data.
