[cups.general] getting cups version 1.1.17

That version is very old and is no longer available on our normal
download servers.  You *can*, however, check out the source code from
that release with:

     svn co http://svn.easysw.com/public/cups/tags/release-1.1.17 cups-1.1.7
     cd cups-1.1.7
     autoconf
