[cups.general] CUPS with Windows PPD files?

It isn't a matter of CUPS working with vendor Windows PPDs, it is a
matter of the vendors shipping PPD files that conform to the spec.

"cupstestppd filename.ppd" will tell you where errors exist, and you
can then edit the file to fix those problems.
