[cups.general] CUPS with Windows PPD files?

Given the sheer number of non-pedantically-conforming vendor PPDs,  
this is more or less equivalent to not supporting vendor PPDs.  Which  
leaves me with the question of how one is supposed to use these  
printers with CUPS, given that foomatic doesn't provide PPDs for them.
