[cups.general] Require group does not work. What's wrong?

Hi,

what's wrong with my configuration File (see attachment)?
The following situation should be configured:

- Everyone should see the printer overview, the printed jobs, ...
- Only users from the group "printers" should be able to send print jobs.

But with my configuration, everybody can send print jobs. What's wrong
at my config file? I thought the part

  <Limit Send-Document [...]>
    Require user @OWNER @SYSTEM
    Require group printers
    Order deny,allow
    Allow 172.16.0.0/24
  </Limit>


should restrict it, that only "printers" group can print.
