For CUPS 1.1 and later:
See
http://www.linuxfoundation.org/en/OpenPrinting/Database/BackendErrorHandler

Since CUPS 1.2:
Set a different ErrorPolicy (printer-error-policy), see
http://www.cups.org/documentation.php/ref-printers-conf.html
and
http://www.cups.org/documentation.php/man-backend.html
The ErrorPolicy is used only in case of CUPS_BACKEND_FAILED.
A backend can force the scheduler (cupsd) to stop the queue.

Since CUPS 1.3.:
See "ErrorPolicy" in
http://www.cups.org/documentation.php/ref-cupsd-conf.html

For particular backends for network printers have a look at
http://www.cups.org/documentation.php/network.html
for certain additional options in the DeviceURI
which might prevent some cases when print jobs fail
for your particular printers.
