Is ~/.cups/client.conf reloaded when it is changed?

Hello,

If ~/.cups/client.conf is modified by the user, e.g.
to point to a different server/port, is it ever reread
by existing libcups clients?

My initial testing suggested yes, it was.  But now after
more testing I am thinking this observation was just a fluke
(I believe due to having no print destinations initially.)

What I am trying to do is for a VNC Remote desktop
project of mine (SSVNC) is to temporarily redirect print
requests from an existing remote desktop session to CUPS
printers where the VNC viewer is running.

It works fine if the applications (e.g. firefox, gedit)
are restarted after client.conf has been modified.  I was
quite happy with my initial testing that libcups seemed to
be picking up the changes in client.conf, but now I am not
so sure it was implemented to do that.
