Is ~/.cups/client.conf reloaded when it is changed?

Thanks for your reply.  I can see that going out to the filesystems
regularly to stat the files is undesirable because it increases
the chances of getting caught in a glitch, etc.

Well looks like 'close but no cigar' for me again with CUPS...
