Cupsd child exited on signal 15

I have a problem with cups service on mandriva 2007, first i cannot accessed to web admin for cups (cups web service cannot be displayed), and i check to system service, the cups service could not be stop or start. Under terminal konsole, i try to restart cups service and i got error that cups service failed to stop and start with error "child exited on signal 15!". How to solve this problem
