[cups.general] PPD directory missing

This is not a bug, this is a feature.
These directories are defined as PPD locations by the LSB (3.2 or
newer). So distribution-independent printer driver packages based on the
LSB can provide PPDs in these directories (the package manager will
create the directories in such a case). CUPS will find the PPDs there.
If the directories do not exist, this s no problem for CUPS. It gives
the warning message and goes on searching the other locations.
