Admin access from remote host

I have tried everything I know off to allow access to admin from a remote
computer.

I access cups vy going to http://192.168.1.40:631 and that works.  However, when I click on "Do administration tasks" I get:

Forbidden
You don't have permission to access the resource on this server.

my cupsd.conf admin location looks like:

<Location /admin>
#AuthType Basic
#AuthClass sys
## Restrict access to local domain
Order Deny,Allow
Deny From All
Allow From 127.0.0.1
Allow From 192.168.1.0
Encryption Never
</Location>

What am I doing wrong or what am I missing?
