Sometimes it's just easier to ask for advice from the experts... :)

With two servers running in load balance, when queues are set to
REJECT in one server, clients will continue sending their print
jobs to the other partner server without losing any job. That's
exactly what I wanted to see.

With little patience and testing, I was able to find the answer I
was looking for... :)
